Richard L. Halpin

Richard L. Halpin joins CCE Onondaga as interim Executive Director following a varied career in community education. Most recently, Dr. Halpin served as the Executive Director of CCE Jefferson until stepping away from that position on December 31.

He joined the Cornell Cooperative Extension system in 2002 after a 31-year career in higher education, including 29 at Jefferson Community College. He held the academic rank of Professor of Sociology when he left. He also served as the Chair of the Liberal Arts Division, Chair of the Social Science Department, Coordinator of Planning, Director of the Center for Community Studies, and served as a member of the President’s Cabinet. 

Dr. Halpin recently concluded serving in the role of Executive Director at CCE Jefferson. During his tenure at CCE Jefferson, Extension achieved mission-focused growth and leadership stability.  They moved to a new office location, strengthened programs, reinvigorated 4-H Camp Wabasso, established a new leadership and management structure, and achieved financial stability.

Richard holds the degrees of Bachelor of Arts, Masters of Science and Doctor of Philosophy, all from the University at Albany.  He currently serves in a part-time capacity as State Extension Specialist, working with Executive Directors and Boards of Directors in the Northern New York territory.  He will be assisting the board and staff of CCE Onondaga to identify leadership options and strategic directions.
